Possible Cause:
The User entered the wrong password
The user’s account or password has expired
The password is set to change credentials at the next login.
The user’s AAD account has a legacy per-user multi-factor authentication sign-in method
Possible Solution:

If the user's credentials are authenticated at the gateway level, but the user fails to connect to the VM due to a credential error. In such a case, log in to the VM with a local admin account, validate that the VM is joined to AAD (dsregcmd /status). If not, try dsregcmd /leave, then rejoin with dsregcmd /join.
MFA is configured for Desktop Login. For connections to succeed, you must disable the legacy per-user multi-factor authentication sign-in method.
